Auction procedures in Poland

In the future, Poland will also support the electricity generation within the frame of a bidding process, similar to known European auction procedures. The Polish economics ministry will determine the reference price before the auction. The reference price for the first auction will probably amount to a sum between 460-480 PLN/MWh.The first auction will be in the second or at the latest in the 4nd quarter of 2016. In the case of a successful auction participation and surcharge, the photovoltaic power plant will have to be built within the next 24 months.
No matter what facility, 25 percent of the yearly auction capacity is assigned to regenerative production facilities with a plant performance < 1MW. The predicted auction's volume will be between 400-500 MW.
Requirements
To participate in the next auction process, many requirements and a significant financial effort, are necessary in accordance with the project development.
A pre-qualification of the respective project is required for the auction's approval. During this process, the company has to submit all relevant documents, especially the building license, the environmental report and the Energy feed reservation/ contract, which are important for the project’s implementation.
Basic contents of the Polish Renewable Energies Act
- Pay as bid act
- 15 years’ duration within the day of feed-in
- CPI (Consumer-Price-Index) on the quoted electricity price
- The CPI amounted to 2,5 % per year, during the last five years
- The auction's deposit participation will be given back with the net feed in, or will be calculated with the main connection
- Deposit for the participation of pre-qualification process
